I don't agree with that. Changing the locale potentially has effect on the whole page anyway, so changing it with a full refresh makes sense. Also, I think it's a pretty extreme corner case to want to use Ajax to switch the session's locale. Unless it is something users do 50 times per session, which seems unlikely.
