As it seemed unpopular with most players I have shelved this for now.
For my own benefit I have got a branch working as I would like it, it
adds complications to the three tribes which others will not find
acceptable so I will not push the branch, it is only for my use and it
may need tweaking if the Frisians are altered as planned.
