Try putting a link on the main page to another page that explains ways
people can get involved and tasks that need doing. It can be
overwhelming to start at a wiki and not know where to leap in.
Providing suggestions should make people feel that they are doing
something someone else values, which is a good thing I suppose!

The FAQ has some good info about how to edit the wiki, but doesn't
explain what kind of content you do or don't want. Somewhere on your
site you probably want to explain how your site is uniquely different
to other sites. Is all the info in your site in Wikipedia already? If
so, what's the point? How is your site different to other Wikia sites?
If yours has a purpose that heavily overlaps with another site, it
might be worth talking to them about merging because it will be hard
to have great success unless your site has some clear advantages over
theirs.
So some selling-point like: most detailed info (+ NPOV? don't know if
that is used or not) + free license + open welcoming community +
instantly update-able...

Also, extend your community to other places on the web. Cannibalising
Wikia people won't work forever. :) Start a Facebook group. Start a
Myspace whatever-thing-they-call-it. Make some gadget people can put
on their iGoogle. Start an RSS feed of site news so that people can
become passively involved. Make one of those little badges that people
put on their blogs/websites that says something like "I contribute to
the Puppet Wikia" or just "Puppet Wikia" or whatever. Try that
old-fashioned thing, the web-ring. :)
(maybe some of these are not appropriate if your wiki is still quite small...)

Anyway I suspect getting a wiki off the ground is just a long hard
slog for a long time, and you have to hang in there. Jamie is very
right in saying that if you build it, they will come. People need to
see the foundation stones in place before they can be convinced that
laying their own brick there will make any difference.
