Hi,

No, we are not planning to merge those articles. Noted that
structure and power of MediaWiki:Monaco-Sidebar is different to 
MediaWiki:Sidebar or MediaWiki:Navlinks.

I think that what we can do is to create one more similar message and 
give possibility to include it in MediaWiki:Monaco-sidebar, for example, 
by using some extra words (similar to how #category1# works). (This idea 
is a little similar to article templates in MediaWiki).
