Hi Cizaña, Monaco is meant to replace Quartz... we won't be cutting off Quartz but we won't really be supporting it going forward, either. So in answer to your question, I don't think you'll have to continue to support the Quartz navlinks as I don't think that many people will continue to use Quartz once you've switched your wiki to Monaco as a default.
To recap for everyone, we have been looking for a skin which will allow us to more forward from monobook. V1 was the first effort... we heard the issues (mainly focused on the large header) and adapted... Quartz was the result. However, there were still plenty of objections to the width of the right sidebar. Whenever there is change there are always strong opinions... we waited for the noise to die down until we could get a true read on the community's feelings. The issue with the width of the right sidebar was still there. Hence our move back to a left nav but with the ad up top and moving away from the 300x250 ad.
