The more I think about this, the more it seems of limited use. Even a page that primarily includes other pages is likely to want to be categorised in some categories of its own. So it might be better as a "from this point on" tag. But, anyway, there is a lot of consensus for a nocat and hidecat/decat tag. Is there a formal process for requesting that it be implemented?
