At the moment bureaucrats have these (extra) technical abilities:
* promote other users to administrator or bureaucrat status;
* grant and revoke an account's bot status; and
* rename user accounts.
Why don't bureaucrats have the ability to flag a user as an "Importer" (both
transwiki import and upload import)? At the moment this task is performed by
stewards.
