This should be brought rather to Meta or Wikitech-l.
I assume it's because file upload is potentially hazardous and in fact is not
necessary for anything except when new wikis are created for transferring them
from Incubator or Betawikiversity.
I expect this to be either WONTFIXed or INVALIDated, so again suggesting to
bring it to one or both places mentioned above.
