The real bug is that these access keys can be neither changed nor disabled by
the user. If they were made a preferece item, particularly if they default to
OFF, that would deal with the matter. If a logged-in user could edit the
mappings, that would be even better, but that might be technically tricky, i
don't know. but disabling them per user shouldn't be hard. if it is, disable
them for everyone.

don't mark this WONTFIX, fix it by giving the user control. This was asked for
three yers ago.
