When a user clicks the "submit a bug" button on our wiki, they are taken to a
Special:FormEdit page.
If they are not logged in, then they see this text:
> You do not have permission to edit this page, for the following reason:
> The action you have requested is limited to users in the group: Users.
It would be nice if a there was text and a link that invited the user to log in
or sign up for an account, or a redirect to the login page, especially if that
page is editable by a normal user.
