Cite templates would benefit enormously from parser functions, instead of jumping through hoops, simple tests can be made about whether something has a full stop at the end already or not. The bug should be changed form WONTFIX, keeping it at that status because of a stray comment on a mailing list years ago, when at Wikimania 2011 Tim was undecided as to which solution (parser functions, scripting language or Victor's extension) was best. Really I have looked at all three, ANY ONE WILL DO. And if you change your mind from parser functions to one of the others, I WILL PERSONALLY MIGRATE ALL TEMPLATES TO THE NEW SOLUTION. I am re-opening this bug.
