To me that sounds like a really horrible solution that won't actually solve the issue. If data really is complex then string functions sound like something that will only allow a change to 'another' string based data format that will still be too complex for the knowledgeable people to edit. I'd like to see some of those complex data formats. I'm pretty sure that for the most of them the real optimal thing they need is specialized code in a proper programming language to create a format that knowledgeable people can actually understand.
