Both for backwards compatibility with 1.17 and 1.18[1], I'd recommend not adding any modules to the list of modules that can be assumed present in any part of the execution flow. Krinkle [1] I mention compatibility with 1.17 and 1.18 because all gadgets currently missing them on live wmf wikis are already potentially breaking for some users. It's not a regression.
