has no local file description page. This page is presumably loading from
Commons. However there's no banner saying "this file is from Wikimedia
Commons".
The file was recently deleted on the English Wikipedia:

Best guess: something about the file deletion failed and the files/file-related
rows weren't properly deleted, but the page (from the page table) was. And now
the remote (Commons) file detection is an a weird half-error state.
