Right now, if a file of the same name as an existing file is uploaded, it will
"overwrite" and replace the existing file. But, both versions of the file are
preserved. When this happens accidentally, the most straightforward and
expedient way of fixing it is to download and save both files, then delete the
wiki version of them, and then re-upload them both separately. 

It would be helpful if it were possible to simply split out file versions into
their own file pages, completely, or just as a replicated copy. That would not
only help with fixing accidental overwrites, but it would also allow people to
access arbitrary versions of the files too, for whatever purpose.
