In my opinion it is helpful to include a new option to move:
suppresssubpagesredirect. All user with "suppresredirect" and
"move-subpages"-rights should have this option.
Advantage:
* When moving a project page with subpages in the most case it is necessary to
leave a redirect from old to new project name, but not for subpages, so the
subpagesredirect can be supressed.
* a user rename: The redirect for the root-userpage is necessary to go to the
new name. But by the subpages the redirect is not always useful
