I'm not sure these use-cases for creating redirects for the root page but not
for subpages are very realistic.  The expected use for suppressredirect was
reverting vandal pagemoves: if the vandal moved a page and a hundred subpages
to a vandal title, then when moving them back there's no need for a redirect
anywhere.  The suppressredirect setting propagates to subpages as expected for
this usecase.  I don't think adding yet another option is a good idea. If you
*really* need to do this, move them all with redirect suppressed and then
recreate the redirect for the root page manually.
