Checking "Import and fuzzy" (key: 'translate-manage-action-conflict') on
Special:ManageMessageGroups does not result in the available translations
actually being marked as fuzzy.

Steps to reproduce:
1. make sure that at least one existing source language message is changed (say
"NS:Key".
2. Update source files
3. run processMessageChanges.php
4. Go to Special:ManageMessageGroups
5. For NS:Key check "Import and fuzzy"
6. Hit the big button at the bottom
7. Ensure that the jobs in the job queue have completed.
8. Observe Special:Translations/NS:Key

Expected result:
* All but English translations have a red background, as they are marked fuzzy.

Observed result:
* None of the translation have a red background. Assuming none are actually
marked fuzzy. This is confirmed by opening one of the translations and not
seeing a "!!FUZZY!!" in front of it.


Work around: Use the command line script fuzzy.php to mark all translations of
NS:Key as outdated.
