Whether logged in or logged out, the "help" icon on each feedback form points
to
https://en.wikipedia.org/wiki/Wikipedia:Article_Feedback_Tool/Version_5/Help/Feedback_page_Editors
In actual fact it should distinguish between different groups, in the same way
the button on the feedback page does. In order:
Logged-out users should be presented with

Logged-in editors should be presented with
https://en.wikipedia.org/wiki/Wikipedia:Article_Feedback_Tool/Version_5/Help/Feedback_page_Editors
Logged-in monitors should be presented with

Logged-in oversighters should be presented with
