Right now when a user dismisses MoodBar, it is disabled by setting a cookie
(with a default expiration time of 365 days). This means it will come back e.g.
when using a different browser.
Now that we have a preferences API, we should disable MoodBar by setting a user
preference. (MoodBar is only available to logged in users.)
