Tim, we've got some requests for additional SecurePoll work to prep for the
board elections. Minimum requirements offhand:
* Support preference voting (if not already implemented)
* More compact vote storage so large numbers of votes can be downloaded and
sent around for counting without download timeouts
Robert, can you go ahead and add the other bugs that are key priorities as
dependencies on this bug entry? Thanks!
