When the new tool marks a page as reviewed, it will also attempt to mark the page as patrolled in special:newpages. There are some cases that a page only exists in the new tool, for example, a page gets moved from user namespace to article namespace. In that case, the action would not be in patrol log since there is no action taken in special:newpages.
