If I add some tags using the Tag Wizard, then come back to add more, the items
I already tagged are no longer marked. 

It would be easy for me to accidentally add the same tag twice, which would
clutter up the page. Is there any way that we could remember which tags have
already been added and gray them out, as a warning? 

I realize this may require us to store which tags have been entered in a data
table, but I personally find it very confusing for the page curator to see tags
that were already entered available again. 

There is no point in adding the same tag twice, and this is likely to seriously
confuse the page creators if they see multiple tags for the same issue.

The ideal solution would be to gray out and check the box for any tag already
entered earlier by another curator, so you know that problem has already been
reported.

The reason I propose that we gray out the checkbox is so that people understand
they cannot uncheck it (since we don't have a practical way to undo a tag
action at this time).
