Search engines use the rel="license" tag to determine whether content is
licensed freely (see
http://tantek.com/presentations/2006/09/microformats-intro/ ). We already have
this link in the page footer, we're just not tagging it with the rel. We
should.

Conversely, the use of the "copyright" meta tag is inappropriate (a license
isn't a copyright), and essentially a waste of space on every page served by
MediaWiki, as it does not appear to be used in the same way. We should remove
it.
