But why should a permission be required to change bugs one submitted oneself?
And is there any way to change comments regardless?

There should be at least a few, but I really cannot say much for certain at
this stage, however we certainly hope there will be as otherwise we won't be
able to do very much. If all goes well, this may well be the beginnings of a
new chapter... or at least a pile of drunken bozos. But need there be a
distinction?
