Here bugs are tagged with certain keywords when for example solutions have been
submitted to Gerrit or as an attachment. Bugzilla should semi-automate this so
that when a comment mentions a Gerrit change or an attachment is a patch, it
asks the user, either per JavaScript or as an intermediate form, whether this
is a solution to this bug and the appropriate keyword should be added.
