The page in question is essentially intended to serve as a universal-ish mobile
version of http://en.wikipedia.org/wiki/WP:Contact_Us - along with a component
for feedback specifically about the mobile site. You can see it at
http://en.m.wikipedia.org/wiki/Special:MobileFeedback or by expanding the
footer on the mobile site and tapping 'Contact {{SITENAME}}'
