Special:GlobalGroupPermissions is not accessible to normal users, and should be
styled accordingly.
Special:AbuseFilter & Special:CentralNotice are both accessible to normal
users, but cannot be modified. In effect, they are restricted, although the
information presented is viewable. Styling them as restricted might be more
informative and accurate.
