It's not, it's a confusion between Wiki internal processes priorities and
technical priorities - and I'd hope that this isn't a /confusion/. Those things
which negatively impact on wiki internal processes would be considered to have
a pretty high priority, *particularly* when we're talking about letting the
popular mandate expire for a body that (amongst other things) gives out
checkuser and oversight rights and provides monitoring for them.
