Imagine I'm blocked on enwiki but have my interface language set to zh, so I
see http://en.wikipedia.org/wiki/MediaWiki:Blockedtext/zh with $x populated. Of
course sysops are expected to write block message in this wiki's content
language so $2 is in en, but it's not wrapped in <span lang="en"
dir="ltr"></span>.
