Steps to reproduce ::
1) Disable the Java Script in browser
2) Create and article.
3) Create few drafts for the article
4) Select one draft and click 'Save Draft' button

Expected Outcome::
New draft list shall appear with Existing Drafts panel above the edit area when
a draft is saved.
