I'm concerned that with this system, we'll just see more and more bugs (related to user confusion) and administrative overhead (for specific exemptions). This system doesn't seem scalable or sustainable. I think this problem is being approached in the wrong way. Isn't the "load image to log in" feature just a hack? I seem to remember some better system for doing this. One that would allow for an array of allowed wikis to be passed properly to the browser.
