it's become clear that Mark is our Release Manager for MediaWiki where it comes
to 3rd party support.
Please provide Mark with the technical access that will allow him to:
1. Create branches and tags for MediaWiki core so he can create those for new
versions, without requiring Wikimedia resources.
2. Merge code changes into MediaWiki core release branches so that he can
update the code, without requiring Wikimedia resources.
