Currently it is possible to upload images without title and/or description.
This is convenient for the individual user but mostly inconvenient for the
Commons community.
Given a choice, Commons probably prefers quality over quantity. It is better to
have 2 pictures with title and description than 4 with just the image filename.
If a user is in a hurry she can just add a provisional word or even a simple
"." to get the pass the forced check.
