Umm, that's exactly where we are right now. This is a conceptual request
because there is an idea of a possible software feature ("marking blocks that
were made in error") that doesn't have a clear implementation strategy.

Ok so please point me to the consensus that this should be implemented in
MediaWiki core for all projects. That's where this bug was filed and that's the
expectation of any developer who comes and takes a look at it.

Oh and if you think Bugzilla is an obscure place, maybe spend some more time
here and hack on a few bugs. [[mw:How to contribute]] is good place to start.
