I suggest you do. You seem to be under the illusion that the English Wikipedia
can dictate MediaWiki development. It can not.

It does, considering we're on Bugzilla's MediaWiki product, not an English
Wikipedia discussion page. It certainly does not exist in some kind of enwiki
vacuum.

No it does not have to be made based on consensus on the English Wikipedia. It
can be rejected by us (the developers) in Bugzilla, public mailing lists, in
the Gerrit code review system, after discussions on IRC, and probably
elsewhere.
