This thing needs an option - such that it can be turned on if people want it,
and otherwise the rest of us don't have to deal with it (Bug 44030 comes to
mind). As it is it is distracting, misleading (it is unclear what a random
english variant or what have you has to do with the rest of the links in the
personal toolbar), and for most users adds unneeded complexity to an already
cluttered interface.
I'm not entirely sure what the use case for ULS is, but since the front end is
implemented in js and apparently has something to do with bad client
software/hardware or some such, it should really be checking for whatever that
is and only turning on by default if needed. Anyone else who wants it in
general should just be able to enable it for themselves.
