We need a quickie test site put up running FlaggedRevs extension. Cloning
en.labs data might be nice but not immediately required.
I believe the current test config plan looks like roughly:

If necessary, set up the blank site now and we can push back the extension
deployment until we've got Aaron to double-check the config.
