For what it's worth, I don't think this requires ops. I think OTRS admins can
make new e-mail addresses. Or so I'm told. Or you could just have the Wikimedia
Foundation office IT person do it, if necessary.

A few different ways (one of which would be just e-mailing all three addresses,
another of which would be setting up a mail group [client-side or
server-side]). However, this bug has a very amorphous target that seems to be
on the move.

Given the bug subject, comment 0, and comment 4, I'm marking this bug as
resolved/fixed.
