(1) You consider these groups are unique for meta. You can the create them on meta. ([[meta:MediaWiki:Group-zeroadmin]], [[meta:MediaWiki:Group-zeroadmin-member]] and [[meta:MediaWiki:Grouppage-zeroadmin]]). (2) You consider it's a part of the ZeroRatedMobileAccess and provide an argument justifying so.
