Discussed with Niklas. We see no use cases we want to maintain in updating
translations from a file that was first uploaded to the wiki, or a file that is
uploaded from a URL.
Only leave importing a file from the user's local computer on
Special:ImportTranslations. This also reduces choice on the page, and leaves
one single workflow.
