Users can open the ULS panel by clicking on the cog icon from the IME menu.
When several input fields are available, users are able to open a different ULS
panel for each of them. A single panel should be used instead.
Steps to reproduce:
1. Go to
http://commons.wikimedia.org/w/index.php?title=Special:UserLogin&returnto=Main+Page&type=signup
2. Click on user name
3. Click on keyboard icon
4. Click on cog icon from IME menu
5. Click on captcha field
6. Click on keyboard icon
7. Click on cog icon from IME menu
8. Observe two panels open at te same time.
