I'm creating this bug after a suggestion was made on ptwiki's anti-vandalism
project[1]: there could be a message[2] showing the amount of time (seconds?)
which the user will have to wait until the edit is allowed. This kind of
feature is used e.g. on download sites, when the user is not registered.
