Is this *required* for rate limits to be useful for pt.wiki? (Please find out
discussing on the wiki.)

What the user currently gets is an error page saying the action was blocked,
after which you have to choose "back" in your browser and submit again. It's
not super-friendly but it's not supposed to happen to normal users, it does the
job and is relatively easy to act upon for the user (unlike loops of CAPTCHA
failures).

Isn't it good enough for slowing down vandalism? I'm just trying to figure out
the use case.
