"View history" is moved into the actions menu if there is not sufficient space in the tab area. "Edit" and "Read" are locked and never moved into the menu. "Move page", "Protect", "Delete" etc. are locked and never moved out of the menu (even if there is space), though that is about to change (there is an open bug to unlock them and have more in/out movement happening.
