I was speaking conceptually. The "pageID" is absolutely not conceptual and makes absolutely no sense lingusitically for most users, for sorting pages having the same sort key specified. We really want these pages to be sorted according to the specified sort key (when it is present), then by the full page name; and both using the same locale-dependant collation order.
