I'm assuming the SQL engine doesn't support this (if it did, then it would have
been turned on years ago, right?) But I don't understand the emphasis on
multiple locales - the main need is just for ''one'' sort algorithm per
database (any more would be a luxury). The human->binary algorithm just needs
to be applied once when a page is added to a category; I don't see any major
performance issues resulting. (Of course there would be inconsistencies for a
time after the algorithms have been rewritten, but we wouldn't expect any
tweaks to those algorithms to have a major impact on the sort order.)
