This is not completely true. Siebrand can certainly decide how to spend his own
time, but he cannot dictate to others how to spend theirs. This does not seem
like a situation in which patches won't be accepted. In fact, it seems to be
exactly the opposite: patches are desperately needed to make ULS less of a
burden to users. This issue has been split out to bug 56292.
