We don't intend to just add a new namespace straight away without more definition of how it will work, and the subsequent requirements. We also don't intend to limit it to enwiki, but rather do something that can be more widely applicable across languages. I added it to extension requests because in addition to just the bare requirements of a new namespace, we intend to build and test related enhancements like custom landing pages and reviewing tools for drafts. Those will almost certainly require an extension.
