The name can be overridden locally if needed, through $wgExtraNamespaces
(before it's enabled on a wiki, to avoid switching complications).

I agree "Wikipedia is not finished", but I really don't often see people refer
to regular articles as drafts, so I think "Draft" is pretty straightforward.

That said, "Sandbox" is another reasonable candidate.
